南韓青瓦臺官員表示
南韓總統尹錫悅宣稱 原本就預期戒嚴會被國會所否決
畢竟當前朝小野大，國會是在野黨多數
但 執意發動戒嚴 是為了向國會議員傳達自己的意向
至於 在深夜發動戒嚴，則是希望能盡可能降低對社會與民眾的影響
